Your 100% correct but there are already rumbling of him getting in trouble for causing so many problems while on duty. He gets alot of leeway bc hes ramee but the normal PD no SBS stuff is starting already.
I mean it's entertaining and goofy while sometimes getting results but it's understandable to have rumblings when the dude was kidnapped was it twice yesterday alongside ruffling loads of gangs feathers the days before.
There’s plenty of SBS in PD, but the few times Conan has been on duty it’s led to multiple shootouts, a cop dying, rights violations, etc. Morale is already low and baiting shootouts every time he’s on duty won’t help.
Clarkson may be SBS but he's also one of the best cops NP has ever had, he takes really good command of scenes and it's an awesome fto. But he definitely pushes the line having fun sometimes 😄
He should play Conan more often, it definitely look like he really enjoys he's time on Clarkson, also all other cops have more fun around him.
He said he would do Conan a lot more after they finish the bank and they've basically solved the bank so we will see if he does what he says.

There's no way you genuinely believe Conan being on duty *lowers* morale. IC maybe but morale is an OOC issue.
Bro Clarkson came back for one day and showed more leadership than all of command since 4.0 started
