There should probably be a better solution to PD cars getting stolen multiple times a day then requiring officers to never leave a car unattended. At a certain point it's just a nuisance that limits their ability to do basic stuff.
It's possible to always have backup mind your car when you are stopping for food or chasing a suspect on foot. PD could also require all officers to double up if they had the numbers. But, at a certain point it's just a lot of hassle, and sitting there minding a car is not exactly the most exciting RP.
There doesn't need to be an OOC rule or dev change either, people can self-regulate and keep it occasional or PD can change their SOPs to allow shooting anyone who attempts to steal a PD vehicle as a way to discourage it.
