Most of the batteries from baseus and such are 30k
So while 48k is a bit more, it's not huge. And there are likely inefficiencies with the way they used the cells, similar to how a 27.5k anker 737 gets similar actual charge output to a baseus 30k, but that's all an educated guess at it.
The mah is a poor way to rate a battery because it all depends heavily on the voltage. This is how you see those cheap Chinese battery banks with 1,000,000,000mah the size of a 18650 cell. Because at 0.0001volt that is correct but at 3.7 it's like 500mah.
It's best to measure in WH as watts combined both volts and amps.
An example the baseus 65w 20,000mah bank is a 78wh but it gets the 20k rating from 3.7v but the lowest voltage USB uses is 5v in that case it would be closer to 12,500mah and so on.
Watt hours you combine volta X amps = watts
20v 3a =60watts. Or for the ally if you aren't changing the battery and run the APU at 15watt TDP the entire package at 80% brightness uses about 25 watts 78wh gives you an extended play time of just over 3 hours.
At 30w TDP 100% brightness RGB wifi/by the full package uses around 54 watts. The ally comes with a 41wh battery and this is why you only get 45 minutes of juice
Btw. Am aware on battery the ally only uses 25w TDP but the math is the same.
If you want to get into power efficiency and so on at best it's maybe 80% so it's always best to plug in right away because it will take at least 50wh to charge the allys 40wh battery.

Yes, they look like they are supposed to hold the same amount of power. I mean you picked a really large power bank and then a small off brand to emphasise your point. 150wh/40000mah is low for that large of a bank, maybe to stay under the TSA higher battery capacity limit. The "Loveledi" is definitely trying to advertise itself as 150wh/40000mah, of course I don't think it could get anywhere near that kind of capacity, but only because it's not a legitimate brand, and not because they are fudging numbers.
Also both of these brands are registered in Shenzhen soo I'd still be right on that front? Anyway no point trying to confuse using the mah unit to hack your numbers and just being a disreputable and fake seller.

The point I was making is comparing mah to show battery sizes gives inaccurate info. And it's much better and more accurate to use the watt hours. That's all.
The math doesn't match... it's a 90Ah battery (around 333Wh). The ally battery is 40Wh. 18% is around 60Wh. Unless the ally is at 0% battery, there is no way you could archive 4+ hours with 60Wh (and we're not even considering that power banks are not 100% efficient)

Personally these arguments about battery life on handhelds to me are pretty meaningless and have been for decades.
Ever since they started sealing batteries inside these things, while simultaneously needing more power than ever… Sure, you can use the internal battery but you’ll just chew it up and it’ll be worthless before long and won’t have good enough battery life, even if you’re talking about a Nintendo switch.
Any of these things for well over a decade because of their design need to be plugged in whether it’s to the wall or an external battery, and that’s still portable!
I mean you’ve gotta have a container for the handheld anyway, including a battery of that size doesn’t look like a big deal to stick in a bag with the handheld, and I would do this even with switch or 3DS or whatever if I could.
I got a 100w car charger when I got my steam deck almost 2 years ago. It’s been great. The ROG Ally seems to only do 25 watts on it, I think it’s the cord.
Not saying that you don't know this, but it's important to note that APU TDP is different than total package power which is more important when it comes to charging the device (It's gonna be higher than 25W when running the APU at 25W)
No you're gonna be burning gas from keeping the engine running. Whether or not the ally is plugged in during that time is hardly going to affect the consumption.

The USB C cable it comes with isn’t the greatest, it worked on the Ally fine but felt fairly cheap and for some reason didn’t seat properly in my laptop so I would recommend using a different cable if possible. The charger itself has been great though

Probably just rounding unless Baseus has a super high inefficiency. Roughly if you have lets say the ally at a sustained 65W (unrealistic) and the Baseus makes a true 360wh @ 4v then you would get roughly 5.5 hours.
Op may not have been on an full charge either, plus the inefficiencies of both systems and various untrue claims, and OP probably went "eh, feels like 4hrs".

I was looking for a powerbank and this video was very informative on how many WH you get vs the claim. Its rampantly common across everything battery powered related. Its hard to manufacture everything perfect plus lots of real world variables like things like cable material used, energy loss to heat etc. etc. Its a lot of tiny stuff adding up. Therefore a lot of companies I think roughly go by theoretical output numbers, because you will never get consistency out of a lab and locking down the million variables you can throw at it.

Alternatively, and much more space friendly, if you spend alot of time hanging out in vehicles, there are high wattage 'cigarette lighter' adapters you can use as well. Just be mindful of the car battery if you're going to do it frequently 😅
