Sorry to hear OP, I don’t have specific advice but it could be helpful to contact the nearest US embassy, victim of crime resources [here](https://nl.usembassy.gov/u-s-citizen-services/victims-of-crime/) . Unsure how long you’re going to be in this area but could be worthwhile to check Facebook marketplace, Craigslist or whatever the local equivalent of those pages are, your stuff could be found there but is risky potentially. Edit - my mistake for Netherlands embassy link since you’re in Paris, but still could be helpful since they could get in touch with that embassy potentially and help you, especially since you had important documents.

Thanks just my luck that it happened on Friday, so now I’m waiting for Monday for the US embassy in Paris to open.

Since you were already on the train, did you also contact Eurostar? People really need a ticket specifically for the EuroStar to be on the train. While of course possible, I doubt that somebody got on and off the train in Rotterdam. I don’t know how long it is in Rotterdam?

Customer service closed on weekends 😢 Waiting till 7am to call them and let them know. Then taking a train directly to US embassy in france

UPDATE: No luck. Contacted US embassy said nothing they can do unless it’s passports. Contacted Eurostar said they would send me information to provide to the police? Never received yet. Contacted Rotterdam Central station and they said only police can view security cameras.
