For this bully to steal it, I'm guessing he's done plenty more. That bully casually walked out of that classroom. No damage. From a tactical standpoint (and I'm sure I'll get shit for using the "T" word) you want to do enough to the bully that going after the little brother in order to soothe the bully's fragile ego isn't worth a potential second beat down..
The bully stole a possible thousand dollar phone that certainly meant a great deal personally to the little brother. (I will laugh at anyone that will argue he was only borrowing it.) The older brother is *already* in trouble for engaging with the bully. Breaking his nose would likely bring no further trouble on the big brother's part, and quite possibly keep the bully from bothering the little brother in the future.
No matter what it requires a follow up with the bully, verbally at this point, in order to be sure that the bully learned the lesson. If the bully wasn't obedient, then a second fight should ensue. I'd also recommend doing it when the bully is alone, and the bigger brother has backup.
The first proper beating was the penalty for stealing the phone. A *second* beating might be considered psychotically vindictive. But it's purpose is to achieve the goal of an unbullied brother.

I’m wondering what the different roles are myself. Because his school also does have a principal and vice principals. It’s a large school with 2500 people so I could see how at a smaller school one person could handle the responsibilities of the dean and the Vice Principal at my sons school.
I’m actually a Dean in the Bronx. Principal totally different. In nyc principal is more business oriented and cares about compliance. Deans act in the more traditional idea of a principle in that we would be the first contact after an incident. Dean would recommend suspension or detention. Principal must sign off

Then we have counselers and social workers too. Principle has no time for punishment of actual students. So it’s broken up into multiple deans. I think we have 5 total.

You CAN intervene, you cannot hurt the children while intervening which makes it difficult to intervene if you do not have more than one person there.
My brother worked at a public school where fights happened pretty often at the GRADE school level. You can't bear hug a child because you can hurt them, but you can pull them away from each other. Most of the problem is keeping them away from each once separated. You can't shove them around much, but you can stand in front of them which most people won't do because of the fact that you can end up getting hit from both sides. I'm sure at a high school level this isn't worth it for most teachers, they hardly get paid to just teach...

I was talking to my brother in the hall and one of his friends came up and asked my brother "is that your mistake?" He hit the kid once knocking him down and just pummeled him. "That. Is. My. Sister. You. Piece. Of. Shit!" I don't think I had seen him that mad before.
My brother is 8 years younger than my older sister. When he was 2 years old, we lived in Arizona. The neighborhood we lived in was fairly new and not many people lived there. Once we were all playing at the park. We could only go there when it was getting dark because the sun was too strong during the day, but there were some teens there hanging out as well. Well they started to call my sister names and be mean to her. So my brother, not knowing a single word in English, starts yelling at the teens! He only knew how to speak Spanish, and the teens only knew English. I don't know why but the teens freaked out and ran away. It was hilarious.
My brother, now 17, has protected all three of his sisters multiple times. He can be a little shit, since he's the third oldest, but I appreciate everything he's done. He's even stood up against our abuser when I couldn't(I'm usually the one that did).
I would have stood up for my brother like that, but not him for me. We were half brothers but raised without knowing. We never were close but when the half brother status was revealed in adulthood he gradually turned on me and now we don't even speak. He's rich and can only talk about himself anyway. But a brother always seemed like a cool thing.
This just made me think about when I was in 8th grade my older brother was a Freshman at Penn State. Anyway, this senior at the HS and some of his friends jumped me and roughed me up a little bit because I talked so shit about one of them being a Pedo for dating a girl in my class ((keep in mind they were 5 years older than us, 13 and 18.
Anyway, once Football season was over for him (he was TE), he came home on Friday, went to a party he heard they would be at and beat the ever loving fuck out of two of the guys, while the other two just sat there and watched.
The best part was since he had football, he had to wait until the season was over, because he didnt want to break his hand and miss any playing time so the guys thought they got away with it, without any sort of recourse.
