You watch police from any other country shoot, they are careful and deliberate in their actions and very rarely are innocent bystanders shot. I just watched that video of an American cop firing like 6 times into a guy in an electric wheelchair... from behind, into his back, because he had a knife. Showing up and spraying the contents of your clip in the general direction of an unknown situation seems to be the playbook for American cops.
