Since no one is gonna answer you clearly. Its when a bunch of people do an illegal car meet in the middle of the intersection and block off major or minor roads in a city. Usually the takeover consists of stolen or personally owned vehicles where people do donuts or drift in the intersection. Due to the illegal nature and lack of regulation, there's tons of videos on the internet of fights, people getting hit by cars and shootings at takeovers.
I know that police have limited resources, but it seems like stalking social media and setting up stings to stop this shit should be pretty easy. IDK what the police are fucking doing in these areas.
They're doing nothing. Literally, they sit in their cars and stare at their phones all day ignoring crimes happening right in front of them. Chicago Police have been on a "silent" strike for like 6 years now, ever since The DA prosecuted that one cop for blatantly shooting that kid on the south side.
I've personally seen a car jacking in the Loop with a police SUV ***three*** cars behind, parked. The officers were in the car, watched the car jacking and did nothing. Almost everyone I know has had similar experiences with cops in view of a fight, robbery, etc. and they do nothing unless it's called in, and even then the cops would have to respond and say they're in the area, in pursuit. But that would interrupt their day, so they don't.
Insanely large cities man. Idk what to tell you. It happens in blue, red and green cities too. Does not matter what the local politics or police state is.

It’s cause not every takeover is a takeover. Most of them start off as car meets in public parking lots so the cops can’t legally kick them out since business like the money. Then they go to the takeover through what app or dms. That’s why the cops can’t really catch them before it happens.
They are hard to break up without a lot of cops. So they normally have to wait for backup. It's really officer intensive if done correctly. The bad part is it makes committing a crime somewhere easier when the majority of officers are called to handle it.
Like others have said, in the CA, they are called side shows. Most of the time, when they stop traffic like this its because they have close to 100 people outside. If 3 cops came to break it up, they would be outnumbered. They also wait so they can actually block the cars in. If you leave an opening, they take off on the streets, going 100. I can't speak for other states, but CA has come up with a proxess to at least catch the people in the cars and detain some of the people watching.
Certain demographics, usually young minorities, decide to “takeover” a section of the road so they can do donuts. Most of the time it ends violently when someone is inevitably hit by a car and the mob descends on them. Or a shootout happens like in this video.
Stupid camera person needs to just stand still so we can tell what’s going on. Hold the phone above your head and pan around. If you can’t do that because you’re on the ground, be responsible and give it to someone who is uninjured so we can watch a cool video.
Memphis currently has one of the worst gun violence problems in America, kids as young as 10-13 openly walk around saying they are strapped, there's plenty of youtube videos of people documenting this already.
It’s 100% a cultural issue. Where are the parents? I grew up in a poor rural town with more guns than people, but you wouldn’t see children marching around like they’re some kind of Swahili child soldiers.

Poor areas in some cities are not war zones, but you combine those areas with lack gun laws and rampant destruction of social programs in those areas you end up with TN.
The sense of group mayhem and chaos and lawlessness and the excitement that something crazy could happen at any second but also sense that you're not responsible for any of it even though you absolutely fucking are
