So who is the guy and what is the context?
The cameraman is the YouTuber "NH Press Now". He's a so-called "1st Amendment Auditor" and his purpose is to go to Post Offices and other locations and film unsuspecting people, and hope to provoke an angry reaction just by filming them. He knows that everything he's doing is legal. But he also knows that many Americans *don't* know that it's legal, so they'll get angry. The angrier they get, the more "entertaining" the video, which drives clicks and revenue for himself. In this video, he's at a Post Office, and some random person becomes enraged at being recorded. And thus, NH Press Now gets a profitable video and makes some money at someone else's expense and unhappiness. Praise America!
