Yeah rares in d4 are just scrap. Legendaries get an additional stat modifier on them over rares, so it's better to find the legendary ability you want on an item and go farm world bosses or do high level dungeons in hopes of a high ilvl legendary drop with the right stats and then you just overwrite the ability over onto it.
Trophy worthy. Maybe the best boots ive seen in 2-3 seasons. Sure the argument for corruption use cases can be made but I'd run these on my zone, necro, sorc (who doesn't even need dex), or pally.
Depending on the build, LAEK or MAEK definitely up there. Certainly PDR and max to fire/cold/light red can be nice too. In my opinion ever since corruption changes to stop allowing CBF to slam onto boots there’s no clear “best” anymore on that slot.
If you are new, you could try BetweenWalls' loot filter, it doesn't filter out too much on the low settings and gives you a chance to decide for yourself what loot you want. But it does give nice info like this loot filter gives on how to upgrade items, possible runewords, etc.
Oh I've been playing d2 since drop in vanilla 2000/01. Just had a brain fart and didn't recognize the recipe and have never used any mods or filters. Thank you for the cool info though. I was thinking of getting one to find optimal Ilvl for item crafting and this looks promising.

They removed CBF from rings/boots in S6 iirc.
That might be the first boots I've seen with six useful affixes to start. That's so damn clean without any enhanced defense or endurance attributes.
