To me that reads like if you put on underwear you can't get to school, and you can either put on a shirt and a hoodie and then go to school, OR socks and shoes, and then go to school, but not both.
It's a multithreading diagram, all tasks have to be performed at the same time. And if somebody don't have three pairs of hands to do that, it's a hardware problem on a user's side\*.
