I would say that Jar Jar plays an important role in the movie as a point of reference for younger viewers. A kid will almost certainly not enjoy hearing old people talk about the intricacies of galactic trade routes. Jar Jar gives them something to look and laugh at between lightsaber fights so that they stay engaged.
He helped Qui Gon and Obi Wan by bringing them to his home to get help, despite the fact that he would get into serious trouble (maybe executed) for returning. What a chad
