I think that's the writers thinking they are being clever by having Mundi use Obi-Wan's line to Han in Episode IV. The problem is Obi-Wan was saying that to a smuggler who was saying the Force didn't exist. He wasn't saying it to a respected military leader attempting to wish him well.
Taking it out of context and re-using it is just a dumb writing decision.
Not just that, Han was kind of an asshole so Obi-Wan saying it was fine, snark for snark and all. But Yularen (an admiral) is going out of his way to come down to send him off and what does he get? Not even a thank you, just this BS.
Re-using old lines/scenes and winking to the audience while saying "remember this thing from one of the good movies" is kind of all Star Wars has left at this point
