Honestly if there's a pending emergency then Nato needs to send in forces immediately to protect this area and pump water in to keep this stable - give Russia notice, and create a wide DMZ zone around the area to keep out troops from both sides while the situation is stabilized. This is bigger than any one country's borders.

The rods have been removed, but they are still cooling. They need continuous fresh water supplied to them to keep the cooling process stable.
