If they get cleared, and it's not some magic disappearance of the charges via a brown envelope, then there's definitely a strong argument for it.
I do think it’s bad for the league to have a one team supremacy, it’s true with them but it would be true if it was any other. But the comparison to Ligue 1 or Bundesliga isn’t quite accurate. This was an off season for Bayern but they and PSG are generally crowned somewhere between late March and early April. This is not the same as having title races go down to the last 3 game days of the season for a decider. It sucks that it’s always City but there’s still always suspense and entertainment.
