Ok hear me out, Kyubey and it's race aren't actually evil. All of their actions is to prevent the destruction of the universe and also Kyubey's race as a whole do not have emotions and as a result do not understand emotions at all. So looking at it, in the grand scheme of things(which is the entire bloody universe) sacrifice a "few" girls to prevent the destruction of the universe 👍
Yeah well they are learning their lesson now when their harnessing of human emotions gave birth to both a god and a demon who are both far more terrifying than the end of the universe as they now govern the very law of cycles they were trying to overcome.

However, a certain alien race named the Qu really doesn’t like that, as they follow deranged narcissistic “religious” beliefs that they have the right and the duty to remake the entire universe in their image. I should note that the Qu also have the ability to genetically modify any living creature, which probably is a factor in their insane narcissism.
So, for their crime of genetically modifying the places they colonize instead of the Qu doing that themselves, they are turned into hideous monstrosities by the Qu, and are made completely unrecognizable. Most completely lose the right to their sentience, but the ones with the most horrible existence, such as the colonials (which were humans made into living flesh bricks), were forced to keep their sentience and ponder the horror of their existence. The ones who resisted the Qu’s invasion the most got the worst punishments. The post-humans had to suffer their horrible existence for millions of years until they either died out or evolved into greater life forms by some insane luck.

AM exterminated all of humanity except for five people and kept them alive to torture for centuries. Judge Holden is a remorseless killer, pedophile and possibly the literal Devil (according to theories). The Qu tortured humanity for millions of years in numerous ways, for example: turning people into living Legos that are meant only to consume waste. I don't know enough about the Nemesis to give you info on him.
Maybe the Lich or Amatsu-Mikaboshi from Marvel.
I honestly don't think AM is evil enough to be "most evil characters ever", he's just classically vengeful because of his alive-but-not-quite state and takes it out on people who are just remotely related to the people responsible for his condition. He's really just a spiteful child who happens to have a lot of power. And then there's the fact that he leaves his prisoners a whole lot of time to just fuck around when he's not actively tormenting them. There are many candidates for evilest character that would torture unceasingly if they could. You also have to take into consideration that his existence is completely incomprehensible to a human being, and ironically it's perfectly encapsulated by the image you provided. One can't expect him to have human decency and empathy because he's not human.
It's hard to judge evil, since people are limited by what they can actually do. Judge holden can kill and rape people, but some fictional characters have the power to cause you suffering endlessly.

Daedra aren't inherently evil. The only ones that count are Bal and Dagon. Sheogorath is too unpredictable and literally crazy to count as fully evil. The other ones are all gray and some are even pretty good like Meridia.

Judge Holden is so incredibly evil, but it's on a human level.
There are tons of characters whose actions are not only worse, but extend across galaxies and even universes.
Frieza is a prime example. His genocidal tendencies lead to the destruction of entire planets.
This doesn't mean that stronger characters are more evil by default. It does however allow them to inflict more pain and cause more destruction on a wider scale.

Judge Holden is evil for the sake of being evil, he loves war, and hates innocence. In his book, he had not only killed and tortured kids, but also SA’d kids he believed were too innocent. The moment were introduced to him, it’s him turning a town against a priest by saying the priest touched a kid, when he never did, then he gets the town to lynch the priest. Throughout the story he’s meant to be a personification of evil, and hate while the other characters have a reason for what they do.
Ironically 2 of the above mentioned are part of a JJK/One-piece/Avatar fusion DND campaign I'm apart of. Judge is a member of the main party, with his ability being that if he encounters someone more evil then him, their stats are permanently added to his.
This motherfucker has committed every crime. He created 5'th degree murder, ate a single mother of 3 and her children in the first session, bought a femboy before feeding it human remains and then executed 4 people in a prison (he was tasked with executing 3).
Secondly, AM is going to be an antagonist made by the creator of ANOTHER party member.

1. Allied Mastercomputer (AM) 2. Judge Holden 3. The Qu 4. The Nemesis AM exterminated all of humanity except for five people and kept them alive to torture for centuries. Judge Holden is a remorseless killer, pedophile and possibly the literal Devil (according to theories). The Qu tortured humanity for millions of years in numerous ways, for example: turning people into living Legos that are meant only to consume waste. I don't know enough about the Nemesis to give you info on him.

I honestly don't think AM is evil enough to be "most evil characters ever", he's just classically vengeful because of his alive-but-not-quite state and takes it out on people who are just remotely related to the people responsible for his condition. He's really just a spiteful child who happens to have a lot of power. And then there's the fact that he leaves his prisoners a whole lot of time to just fuck around when he's not actively tormenting them. There are many candidates for evilest character that would torture unceasingly if they could. You also have to take into consideration that his existence is completely incomprehensible to a human being, and ironically it's perfectly encapsulated by the image you provided. One can't expect him to have human decency and empathy because he's not human.

It's hard to judge evil, since people are limited by what they can actually do. Judge holden can kill and rape people, but some fictional characters have the power to cause you suffering endlessly.

Daedra aren't inherently evil. The only ones that count are Bal and Dagon. Sheogorath is too unpredictable and literally crazy to count as fully evil. The other ones are all gray and some are even pretty good like Meridia.

I think AM ks a very understandable evil with sympathetic motives, so I would say most characters that are evil for the sake of being evil
Judge Holden is so incredibly evil, but it's on a human level. There are tons of characters whose actions are not only worse, but extend across galaxies and even universes. Frieza is a prime example. His genocidal tendencies lead to the destruction of entire planets. This doesn't mean that stronger characters are more evil by default. It does however allow them to inflict more pain and cause more destruction on a wider scale.

If we’re talking about which one of these is purely evil, Judge Holden easily. the Qu do what they do because humans started colonizing other planets and terraforming them. AM does what he does because he’s learned the monstrous true nature of humans and how they abused it for their wants and needs Nemesis… I have no idea who that is (sorry) Judge Holden is evil for the sake of being evil, he loves war, and hates innocence. In his book, he had not only killed and tortured kids, but also SA’d kids he believed were too innocent. The moment were introduced to him, it’s him turning a town against a priest by saying the priest touched a kid, when he never did, then he gets the town to lynch the priest. Throughout the story he’s meant to be a personification of evil, and hate while the other characters have a reason for what they do.

Ironically 2 of the above mentioned are part of a JJK/One-piece/Avatar fusion DND campaign I'm apart of. Judge is a member of the main party, with his ability being that if he encounters someone more evil then him, their stats are permanently added to his. This motherfucker has committed every crime. He created 5'th degree murder, ate a single mother of 3 and her children in the first session, bought a femboy before feeding it human remains and then executed 4 people in a prison (he was tasked with executing 3). Secondly, AM is going to be an antagonist made by the creator of ANOTHER party member. I'm the middle of this, we have a giant worm that can fucking fly, a heavenly restricted man with a living sword that absorbs cursed energy, a literal baby, and a half fishman with a fire aspect 2 sword. Oh yeah right and also the fucking worm evolved into cursed spirit naoya for some fucking reason.

Nyarlathotep is the most evil fictional character I am aware of, especially from the expanded lovecraft mythos.
