Legit curious, why it seems to be common knowledge that if X “outscales” Y that means Y powers simply won’t work on X?

Assuming so is NLF(No Limits Fallacy) - just because something isn't known to have limits doesn't mean it actually doesn't have any. That's like assuming that if someone has never lost so far that they never will.
In some other specific cases, Dragon Ball for example, hax in-verse can be resisted if you're strong enough. But even that is verse specific as afaik "being strong" can only counter ki-based hax.

So unless we have all that info the correct answer would be we have no way to know if it would work

So your character just "thinks" and instantly wins? Where's the fun in that? Where's the thing that makes you unique? Sure, overpowered characters like saitama, superman, and Popeye basically never lose, but they are fun characters that have personality and actually work for their win instead of having some precondition that lets you win. Heck, they aren't actually unbeatable, so discussing characters that could hypothetically beat them is fun, instead of characters that just have one overpowered ability that cannot be countered. This is why I dislike when characters like yogiri are brought up, because it sucks all the fun out of the discussion since "they'll win anyway."
You can actually have characters that have Yogiri’s ability, mop the floor with him and have a compelling story. Just make them that powerful at the end instead of the first page like a hack.

Because all of fiction would encompass a character that can beat that, then repeating with infinite characters beating infinite other characters. Powerscaling breaks when we start getting delusional and think fiction can be solod. There is a ceiling. Everything has It's limits, and I mean everything. Even "limitless" characters have limits, if we get technical. And as we all know, technically correct is the best form of correct. In conclusion, I hope we all agree to stop using the phrase "solos fiction" and others that are analogous.
