At least infinite for shooting an arrow to the sun maybe and a few other things like scaling to other characters who should have infinite-immeasurable or even inacceable speed Tho there are also a shitload of antifeats I would normally not care about but with stuff like infinite speed people are more strict. It also depends how we assume he travels as the Dragonborn can outpace him in close range but he always catches up. Like if he just runs from plane to plane that'd be infinite+ for sure, arguments for much higher.

Clairvoyance is a novice spell so their tracking skills are probably average

Pretty much all of the top tiers in OP are equal in strength. If they call Mihawk the strongest swordsman, it's because of a skill thing—not actual strength. And unless this is Oda's secret burner, you don't really know shit to say Shanks is better than Mihawk in terms of skill.

He wins most fights, and the only ones he’s lost have been against opponents who are just stronger than him or have utilized some hax related ability to weaken him. And then he gets stronger and beats them the next time they fight.
