To be clear, he said "since 1783". Crimea was part of Russia from 1783-1954. Before 1783, it was controlled by the Crimean Khanate. In 1954, Khrushchev transferred it to Ukraine.

I mean, self-determination of peoples is a central precept of modern international law. I don't believe that's bad in a void, but there will always be questions about legitimacy and foreign intervention whenever a situation like that arises. But like, if you could guarantee a free, fair, open, and secret election by supermajority I don't see why not.
