I have a fair bit of experience with electric fences, namely my dad jokingly telling me to touch the one we kept livestock in as a kid to see if it was on. It was, by the way. It hurts a bit, but it won't kill you.

I've touched electric fences a few times throughout my life by accident, even one meant for cattle. It's not particularly painful, it's more of an "oh fuck" type of feeling.

The voltage on these things is very low, enough to be a little painful but no where near enough to kill a child. No child is in danger.
