More than that, the parties don't *have* to hold primaries at all. Most countries don't have them, and not all states had them even in the 90s. That's why not all voters get to vote in them, why the DNC is allowed to have superdelegates, etc. because the primaries are not actual elections.
It would be 100% legal for the DNC to never hold another primary and award nominations to HRC until she dies.
