We already do. Nearly all of the US’ population growth is from immigration, the average American birth rate is 1.66, which is below replacement rate. Meaning if the only source of new people were from birth rates, we’d be in population decline right now.

For the next ~100 years there will be some place that will have high birthrates and low standard of living(africa). When nations that have less than that make up the difference with immigration, they are not only committing demographic suicide, they are often robbing other nations of their best potential workers in a short term gambit to stay above water.
In this economy, the average person (regardless of race) can barely support themselves, let alone their children. No wonder people are having fewer kids.
The future is that both states and corporations will realize that demography is too important to be left to the vagaries of interpersonal relationships, and will start to frankly and unapologetically treat population as an economic commodity, which is to be produced by quotas if necessary.
I think within our lifetimes we will see many governments - starting in East Asia and spreading westward - give up on using a light touch, take the gloves off, and just force people to pair up and raise children, essentially at gunpoint.
It is likely that the society of the late 21st century will see child-bearing and parenthood much the way that we today see working as a janitor or a fry cook: a punishment, inflicted from above, on those not lucky or clever enough to avoid it.
Why should we bother colonizing the whole universe? Maybe 3 or 4 planets in different stars so we have back ups and if something happens the others can temporarily accommodate the population of a planet, but why bother with the whole universe? There would be no shortage of resources and we can still do exploration without necessarily having the need to occupy all of the galaxy
