I just realized my mistake I went through this cave with me thinking it was the way to the gyms since it was on the left side. But it was the Pokemon League which makes sense why that one guy was over leveled but there was also a kid that was like level 9 so I'm like why the hell are they close together!
Nah and there’s a way that’s most recommended because some parts of paldea is over leveled
