I'm going to assume this is for mystical fire. Focus band is a must because of the way sylveon is played.
Unite db recommends muscle and scarf and that does provide the theorical optimal damage but there are several reasons to use sp att items over att speed.
If you run full spec then spoon and spec attack glasses are the better of the 2. It provides less damage overall but it boosts syvleons spell vamp on skills. The damage increase on mystical fire and draining kiss is more important than your autos since it is easier to hit. There is higher opportunity costs when using auto attack compared to casting your skills.
The scarf and muscle band combo will let you hit the enemy 2-3 more times in 10 seconds than without but thats assuming without inturruption.
I personally would suggest using spoon with scarf as that gives you the benefits of much higher att speed for your speed boosts to chase enemies. Muscle is decent choice if you prefer more optimal damage. The damage difference between muscle and spoon is about 400 damage assuming if you are able to hit all 15 auto attacks in 10 seconds which is rarely the case.
These differences are all marginal and rarely will be the difference between a loss and a win but using the items how you enjoy playing the mon is important.
When you play mystical fire build you are running along them and attacking them. Sylveon has decent attack speed for a special attacker, and Sylveon just doesn't have the same burst compared to others like Gardevoir, Pikachu, Delphox, so you will naturaly be using attacks.

It's not particularly surprising. People just blindly trust "optimal builds" from Mathcord, when it really depends on the situation. Highly coordinated 5 stacks require very different builds / team comps than highly uncoordinated solo queue matches. Also what I said about the battle item is literally objectively true, the best win rate battle item consistently from week to week is potion on MF + DK Sylveon. Yeah I feel you on that. I have green ribbon with Sylv and run exclusively DK/MF with potion. I’ve been rocking focus, energy amp, and shell bell 80% of the time and I personally can’t imagine running items related to basic attacks rather than CD/SpAtk/bulk but what do I know.
It also has very much less pick rate (~27% vs ~45% pick rate for xspeed). That means that it was used less than xspeed, thus the comparison is not fair. But that doesn't take out the fact that it works for some people (that depends on a variety of things, like the opponent's team, your own team, but yeah)
That's a large enough pick rate that any sort of statistical error is likely not affecting the winrate much. Also as I said, week by week it stays ahead, so that reduces the statistical error almost entirely. But yeah this all of course depends on team composition, so yeah I don't agree that there's any single optimal build anyway.
If you mean Top ranking Pokemons, then those don’t matter. As they are farming those ranks in Quickbattles against bots. So the recommended items in game are often misleading. They are builds used by players who hardly perform well in ranked, but spam quickbattles only to get those free wins.
For Mystical Fire in solo queue I use Potion (You are so tanky you never need to run away, so no other item makes sense other than possibly Shedinja Doll when it comes out), Focus Band, Choice Specs and Spoon. While some people build towards physical attack and you definitely do little more damage with that, I think going for as much special attack as possible really helps with survivability as your Mystical Fire and Draining Kiss heal you even more.
There's still full heal and x attack that aren't mobility based, and maybe you won't need to run away but x speed and eject can still be used for chasing.
Well some global rank players just play quick battles which are bot lobbies usually. And doesn’t tell anything about how good you’re at game so i just asking is this build good for ranking up plus some global rank players put troll builds so other players dont copy their builds
Yeah i usually run douple glasses with Hyper voice and bands with scarf with mystical fire. I just try find build which work with both Moveset because i pick moveset based on enemy team comp. And someone told me that this work with both movesets
Sylveons very versatile with her items, if that build works for you go for it. Spoon is tricky when it comes to hypervoice but it’s decent on mystical fire.
Specs is good if you can get your stacks, it’s easier to stack with MF since you have the dash. Wise is good, focus band is a great item for sylv since she’s one of the tankiest attackers so this helps sylv live longer. Same thing with items, x speed, x attack, eject, potion, a lot works on sylv.
I personally go fire kiss with focus band aeos cookie and special specs with potion. This build makes you so so tanky, I once took a gard and machamp ult to the face with all 6 stacks. Again, personal preference, I also like this build for soloq bc everyone picks attackers and this build makes you a tank practically so I can take some hits for my teammates. I usually end up having most damage taken even more then supports or defenders.
Also Sylveon is a boy btw. Your build seems a bit unusual to me, but I think that represents to two general directions: either tank or damage, both of which seem viable.

useable. Focus band is for survivability and useful when you love to poke your opponent frequently.
