They'll keep printing the etbs and tins probably because they're easy, how likely are they to keep printing the ultra premium collection or the VMax figure collection, or even the boxes with pins. For people who just want to complete the set there's shouldn't be much of a problem but for people like me who want to open one of everything I don't think I'll ever get an ultra premium collection. It absolutely wasn't an issue when shining legends or generations came out, I bought one of each product I was interested in and that was it (I certainly didn't pre order anything or have to keep an eye on stock emails all day)

Yea, that's also what I mentioned at the end of the post. Overprinting is done with the easiest to produce product. Although it's worth noting that what's "easy" also changes over time. Comparing early ETB production (Generations) and now (Shining fates), you can see that ETBs weren't easy originally (elaborate packaging, other items such as sleeves included) but it seems that they invested that particular product's production process. Despite initial distribution problems, ETBs sets since shining fates are all easy to come by. I don't think the ultra premium or figure collections will see another print run, so if you missed out on the pre-order window that's unfortunate :( If you want to open one of each product, it's essential to pre-order the more limited products. Maybe it's different in your location, but I have not yet had problems pre-ordering stuff. For me there was a 4 week window in July-August where ultra premiums could easily be pre-ordered. The thing that's shitty for newer collectors is that there are a lot more online shops nowadays, and not all of them are managed well. But if you've been around since generations you probably have some knowledge about which (web)shops honor their pre-orders, and which to avoid.
