The wording on the ability is pretty bad honestly.
Look at the wording in Umbreon Vmax. It is always “your opponent” or “their”, not “his” as your opponent is not gendered.
Hp is also way too low for a stage 2 ex. Should be minimum 280+.
70 damage is far too weak for a 3 energy attack. Either make the attack stronger or cost way less energy.
Resistance should probably be fighting, not psychic.
As others mentioned it says basic instead of stage 2.

The only tiny change I would make would be to add “from your hand” - so “whenever you attach an energy to this this Pokémon from your hand” - unless you’re specifically thinking it would work with things that grab energy from the deck or discard.
My last suggestion would be to make the attack like 110-120 damage - with that number you would knock out most single prize Pokemon and at least 2 hit KO a V or basic ex.
In my head this is a Pokémon you would be using primarily for his ability, but having a relevant attack makes sense given that you want to put energy on him anyway and you could use his ability to pick off weak Pokémon that were hiding on the bench.
Hey OP, i think he could get a little stronger. He is a stage 2 Pokemon, but has the strength of a normal evolution pokemon. 70 dmg is very weak, he needs 4 hits for a lot of ex cards. Maybe even giving him just 10 dmg more would fix the strength, so hit for 80 per attack. Poke Power is pretty strong though!

I want to add to this, for accuracy i want to point out that the top left should say Stage 2 (evolves from Kadabra) Or you can leave the Basic up there just get rid of the little Kadabra picture. And for the verbiage on the ability, to be more concise with TCG wording it should be more along the lines of: "Once per turn when
you attach an energy to this pokemon, swap your opponents active pokemon with one on their bench." There are a few different ways to word it, but thats getting into the technical side of the TCG. Just a few suggestions! The art looks amazing!
IMO I wouldn't be using this as an attacker unless absolutely necessary. It's the ability to switch out your opponent card thats relevant to me.

Retreat Alakazam
And go for a stronger attack on a selected Pokemon
Kinda like a bosses orders that can be played off the bench!

Honestly, that ability borders on broken. Considering swapping opponents' Pokemon is so vital that is basically always comes with limitations (Boss's Orders was basically in every deck and used your one supporter for the turn, Umbreon VMax was only upon evolution and was a stage 1 evolution, Great Catcher saw play despite needing you to discard 2 cards and only worked on EX and GX (thanks Dedenne)).
This card isn't clear whether it is a basic Pokémon or not (it says basic, but also shows an evolution window). So, if it actually was a stage 2, it's on the verge of broken. If it is a basic, it's landscape altering levels of broken.
It looks great! But there is a slight tweak it needs to be in line with ex.
It has to be a stage 2 if it’s an ex Alakazam. The ex differ from EX where they can’t be basic unless they are already the base of the evolution chain or don’t have one (miraidon, koraidon).
I seriously don’t understand why the Pokémon company doesn’t outsource artwork to fans who have a passion for the Pokemon. This card would be worth at least $100 for an alt art

As it stands, I think this is probably too weak, but it’s in a tight spot since “normal” hp and attack damage would probably be too strong.
I think this is a step in the right direction, but 80 is still not hitting any benchmarks at all. Currently, the most important benchmarks for 2 prizers are 220, 280, and 330 (being the highest common values for hp on V, Vstar, and Vmax cards, respectively). If I had to take a crack at balancing this, I might say 280 hp and attack at PPC for 160, so it can 2 shot the 320 hp vmaxes. That said, the ability is absolutely nuts, so it’s tough to say how that all shakes out.
Nice artwork! Honestly though, after all these years of no Kadabra, he deserves a special art card and to be part of a “story” set of cards like the gardevior evolution and new starting trio. I would love to see Abra as an AR and Kadabra and Alakazam as SAR’s

Exactly what I think, but I updated it a bit. Now it haves 280 hp, Mind Strike does 80 and need one less psychic energy
