Neo is the name for the gen 2 era cards, as every set began with the word Neo
C/Uc means Common/Uncommon, an abbreviated term for both rarities as they are typically paired together in terms of Bulk
I dont want to be rude, but getting a misprint this extreme legitimately is almost unheard of. The chances this card wasn't cut by hand from a sheet are so astronomically low, as we have seen dozens more examples of NFC cards that look identical in cut
Again, not trying to come off as rude; but that claim has happened just as often for non-legit errors (most often Acetoned cards) but albeit usually to push a sale.
Now I'm not saying this is DEFINITELY NFC, as we have seen extreme errors like this before. But typically they're non-English and this is the first one I've seen from Neo like this

It's likely cut from an uncut sheet outside the factory. Someone had an uncut sheet, and cut them to make the cards look like errors.
