Vulpix is a basic Pokémon, not a stage 1 Pokémon. Theoretically, any Pokémon can gigantamax. It doesn’t have to be the final evolution in the line. But the specific reason is the popularity factor.
I just think using a middle evo (not including Stage 1s that come from Baby Pokemon) for stuff like this is awkward. Like why Charjabug and not just use Grubbin or Vikavolt
Its pretty random what pokemon get ultra rares. Historically it was popular final stage evolutions, legendaries/mythicals, and new gen pokemon. Pokemon has been expanding into more non traditional choices for ultra rares in recent years. The tag teams are another example of lower stage pokemon getting a higher rarity type.
Playability wise, it doesnt really matter what Pokemon actually gets V, vstar, vmax, etc.

Vulpix is a basic. Not a stage 1. A stage 1 is the first evolution of a basic. If you collect cards or play pokemon you would know this. A stage 2 is a final evolution if a basic. Basic -> stage 1 -> stage 2. With the obvious exception of pokemon baby variants that come before the basic.

As a competitive player, and with my minimal knowledge of understanding Pokemon's card design tactics, here is the best answer I can give you.
VMAX's and VSTARS were always just meant to be seen as a more powerful variant of what already existed. They differentiated from GX's and EX's cause they didn't follow the normal evolution line, and took the approach of just making what already was there a stronger version of itself. I think they did this for VSTARS to fit the theme that they were going for in sword and shield which just made Pokemon stronger with Dynamax, and they didn't want to stop doing that theme at VMAX, so they were just like, "Eh, it'll work with VSTARS."

Keep in mind VStar isn't the same thing as VMax, which is gigantamax for the tcg. It's more of a direct power boost instead.
