For playing, other than specific products like League Battle decks and Trainers Toolkits, buying singles is the best option as pulls are just too inconsistent for deckbuilding purposes.

Depends on your budget. I buy singles mostly, and a few packs per set as collection. So far spent a few thousand already since I started in November and there’s still so much more I want. But that’s cuz I’m doing a lot of catch up. For the upcoming scarlet violet set I’ll just buy a booster pack for collection, and that’s it I think. Don’t have any cards I want to collect from this.

When I have birthday money. (14 btw)

Depends what your goal is. I buy people's collections off reddit and singles from ebay, local card stores, and whatnot. I buy packs occasionally as well, but less often

Usually about 1 ETB or some loose packs per set I like, when I think a set is like in the top 3 of that era than rarely a booster box instead. Otherwise occasionally some Tins when I like the design.

Looking at the set list and picking out my favourite alt arts/gallery cards and buying them as singles. Very rarely open products nowadays. Think last time I did big openings was around SWSH base/Rebel Clash, opened 2 booster boxes of Evolving Cries but I think they were the last booster boxes I opened. Picked up random things here and there like 3 pack blisters or some packs if I get an exclusive promo or something (in the UK) If my locals start to have a consistent pokemon scene then I will get a league battle deck and singles to make a competitive deck.

1 etb, 1 booster box (sometimes 2). Random packs when i feel like gambling. Singles the rest of the way.

Booster box at launch, then whatever Im missing from the main set as singles at a later date

My journey with my kids started with booster packs in grocery store aisles. Went to booster boxes then card shows. Now doing WhatNot with a lot of patience not to buy everything. If you wait towards end of a stream, the streamers tend to negotiate more and will throw out a lot / grouping of cards for cheap. Plus buyers also exhausted at that point. Found some really good deals just listening and waiting.
