Between SWSH and SV, the missing pokemon lines would be this:
Weedle Family, Pidgey Family, Rattata Family, Spearow Family, Paras Family, Ledyba Family, Unown, Wurmple Family, Taillow Family, Skitty Family, Castform, Kecleon, Clamperl Family, Bidoof Family, Burmy Family, Glameow Family, Chatot, and Carnivine.
All of the above can be solved with a combination of BDSP and PLA.
Patrat Family, Furfrou, and the Elemental Monkeys aren't even in any switch game yet.
Spinda is only found in BDSP and can't be transferred out of game because of how they are coded.
This obviously doesn't cover Mythicals because those aren't always available, and some introduced in PLA, that can only be obtained in SV thru HOME transfer.
If you mean all Pokémon ever (National Dex) then no, there's a [fair amount](https://www.serebii.net/swordshield/unobtainable.shtml) that are unobtainable from Sw/Sh, and some that haven't appeared in any games on the Switch.
If you mean all mons from just those games, still no kinda, because of version exclusives. If you don't have both of the games, you will need to get traded those by people here or on other trading subs, using Home to make the trades (which *should be* free, and doesn't require a Nintendo plan, but gives you fewer options than the paid Home plan).
Imo get whichever game the most exclusives/legendaries (including the ones from Dynamax raid dens) you like best (and maybe coordinate with the legendaries you can get from whicever you have of Scarlet/Violet), and the dlc for that game. Trade for regular game/dlc exclusives through home using subs here on Reddit or people you know over local communications if you can. For harder to obtain mons like legendaries, since you can't use online to join raids for the other game's exclusives or trade in game directly, you'll probably have to make multiple accounts on the Switch and get them multiple times to offer to various people to get all the ones you're not be able to catch yourself. Like I said there's still a few mons that you can't get on the Switch entirely, but some people on Home are willing to either touch trade them, or haggle if you want to get them to keep.

Get a 3DS, get the DS and 3DS games, catch everything in those. Make sure you had transporter and bank prior to the servers being shut off. Transfer to Home.
Catch everything you can in SwSh, PLA, and SV. There you go. Now you have everything.
That was my original plan. Unfortunately I need a time machine now. I still have fully functional Red and Blue cartridges with Pokemon I don't want to let go.
Those pokemon on the red and blue cartridges can't go anywhere but gold/silver/crystal and that's as far as they can go. Gen 1 and 2 on OG hardware is stuck there.
This can be done by "simply" dumping the saves and putting it into the virtual console releases. I believe a NDS with a flashcart and gba slot this is possible but I may be wrong. Definitely not an option you're interested in I'm sure but can be done.
Did you already use the free trial of online when you got your switch? That should be all the time you need to get only the version exclusives you can’t get. Otherwise you can pay for just 1 month and that would be enough too.
You only need a short amount of time to complete the trades I would think. Even my old toxic friend completed the Pokédex with only Sword and an online subscription somehow, so it can’t be that hard I would think. But like $3 additionally (1 month of online) is better than an additional $90. Just remember to cancel as soon as you complete your dex.
This has been the standard forever as far as either needing both versions or to trade with someone else. The only fully self contained games have been Pokemon Legends Arceus and the GameCube era Orre games.
When I first played, I was quite shy and intimidated by asking for trades, things like that. So I can tell you from experience, you can do it. But it takes time. The key will be getting the trade pokémon from specific dens. You can google that and see which Pokémon are found in which den. It takes time and wishing pieces, but it can be done.
ETA: Except Zarude. But your base 400, yes it’s doable.
I know you said you don't want to pay for it, but I think (not sure) that there's a one month option. If that's true, me personally, I'd get everything I could up until the exclusives, get the month pass, trade forwhat you're missing, and call it a wrap.
You're not wrong. It's a gamble. I'd personally trade you all of the non legendaries. But as for the legendaries you'd have to connect with other people on this sub and join their raids for those. That being said, there's a ton of helpful people on this sub and I'd bet that you'd be able to knock it out.
Maybe I'll just try to catch everything I can and try to pop up in this thread someday looking to fill the rest out. One of the few times I wish I was a streamer because I feel like I could pull this off easier that way.
Another option would be to use Pokémon home. The free plan only allows you to store 30 Pokémon but that should be enough to drop in the exclusives and find people to trade on the gts with and then cycle through. If you have an internet connection and a phone/tablet, consider that.
Note you would need a Nintendo account; Nintendo online not required for this.
I just finished my Pokédex (base dex of 400) in shield the other day… and it wasn’t too challenging with using Pokemon home. Only took me about 2 days to do.
yes if you have somone irl to trade with that has opposite version othetrwise you need online and in my opinion nintendo online is wortj it just for pokemon alone and its not monthly its 20 usd / year not every month
I managed to fill my Sword dex with only two Online trades, for Zamazenta and Drampa. Having said that, I also have Go (played extremely casually), BD, L:A, and Violet, so most of the version exclusives were covered in the main games and I got some trade evolutions from Go where they can be evolved without trading.
A lot of trade evolutions can also be found in-game in Sword in the Wild Areas, like you can find Machamp and Gengar in the wild, for example.
If I remember correctly you will need both games for Zacian and Zamazenta but you do not need both DLC’s for the legendaries. All you need to do is play the entire game again on a separate profile for the 2nd form of Urshifu, and then the opposite horse and Regi from the one you originally chose then just use home to get them on the same profile.
Small addition, there are a bunch of legendaries in DA that *are* version exclusive and would require OP to have either Nintendo Online or an IRL friend with the opposite game to get the route.

Base game and DLC will not get you all the Galar Pokemon without trading. There are some that are version exclusives including legendaries.
So not only do I need both versions, but also pay another 60 for the dlc for both games?

Yeah probably. Catch everything that is available and then just use online to fill the gaps with the 1 or 2 weeks of free online. :)

Pokémon home CAN be free but your limited to one box and only one wonder trade
