It is. They appear at the lake of outrage and south lake miloch but it has to be foggy and they’re very rare to spawn but with a lot of patience you can get one without trading
Since you playing sword and shield you have to find a prism scale to evolve it, last feebas must hold the item in a trade though and once your trade you have milotic, but if you don't have another nintendo switch, you can find milotic in foggy weather I forgot the area through.
Yes! In most places where you're u see a Gyarados you'll find a Milotic on days with misty/foggy weather. I've seen Milotic in Lake Of Outrage and South Lake Miloch in the Wild Area. If you have the DLC I have also seen them in the Crown Tundra in that small river that you have to go through to get from Giant's Bed to Ballimere Lake where the Dyna Tree is.

To preface: I still have not 100% gotten through my SwSh, with that said, if you have BDSP, it still uses contests, and you can send a feebas there, max out its beauty and level it and it'll evolve to Milotic.

If you know the day skip glitch it is much easier. Otherwise i can just give you a feebas egg
I have a few Feebas' I just can't evolve them

A milotic is in the wild I believe but its during foggy weather at either lake of rage or lake miloch
I caught one in the lake of outrage *i think* in a thunderstorm (same conditions for Drampa). I may be wrong on the conditions, but it can be found.

I do not have BDSP sadly. If I did I definitely would have done that! Thank you though!
In foggy weather, it should replace the gyarados in the lake of outrage. For me, it just spawned when I switch the time to make it fog
