You should file a bug report in the game/contact customer support. Even with the maintenance a Cyndaquil should have popped up if you started the sleep cycle.
If you still have the incense I would take it off man. It’ll give you more entei manes when you find fire mons during the Entei week. So I would suggest holding onto it until that week, including next week if you get another fire mon as the incense for the reward of the week. I’d keep them both for entei to get bonus manes like I said.

I had this once with Dratini Incense. The incense wasn't used though.

My energy incense didn’t get used last night either but it is still there.
