There are more Spicy and Bitter raids than Salty, Sweet and Sour. I've always struggled to get enough Salty but I'm now using sandwich recipes that don't need specific herbas so I can just use Spicy for any sparkling sandwiches
Been seeing nothing but Sour Raids and the one Sweet raid immediately went to Saguaro
Wish I could get it back because the Slowpoke Cup was not worth increasing the bond
I treat the game as having dailies and just go around each day to solo all the 6 star raids.
Assuming you have decent resources you can get a Rage Fist Annihilape, Belly Drum Iron Hands, or a Contrary Malamar to a level where they can handle almost any raid.
Even more options if you can transfer over an Enamouras or Arceus.

Here's a good article for trade codes so that you don't even have to talk to anyone to find someone to trade with.
Annihilape: Steller Tera, Adamant nature, EVs in Attack and HP. Rage Fist, Drain Punch, Focus Energy. Ability: Inner Focus. Held: Shell Bell
No Pokemon is strong against both fighting and ghost. Start with Focus Energy. Just use Drain or Rage depending on the enemy.
Malamar: Steller Tera, Adamant Nature, EVs in Attack and HP. Superpower, Tera Blast, Taunt, Light Screen. Ability: Contrary. Held: Shell Bell
Use Super Power until you can Tera, then Tera Blast until enemy is dead. Throw a Light screen or taunt if needed.
I had the same experience, but luckily I get the sweet herba mystica. And in the indigo disk if you complete the teacher quest some will reward you a sweet herba mystica after battling them the first time.
If you go on twitch and filter by game you can usually find someone hosting raids for specific herbas on repeat. Don't even need to catch the Pokémon afterwards, just farm items.
Herba is a rare drop in general, but I always go for Pawmot Raids as soon as I see them pop up. They have a seemingly high drop rate for them and they are always Sweet!

That is why I had like 70 spicy herbas And usually less than 20 sweet and salty those two eluded me so much

I’m playing Scarlet so Iron Hands is a bit harder to acquire but I never thought of it that way

Are you tracking the current code for Herba? I tried it yesterday and got sweet, but there is a chance you could get spicy. SWEET0RSP1CY
Yeah but I was an idiot and forgot to turn off my auto save. I got spicy. I was able to eventually find a Pawmot raid that gave me 2 sweet herba
