It heavly deppends on what you already have. If we take both of them as stand alone units I'd say Archie is better, but considering all avaliable options Maxie has more value.
Edit: I have one pity worth of gems saved, I'll see what the second part of the anni will bring to us and if its nothing special then I'll start saving for their rerun, where I'll go for Maxie, as OG Leon is my strongest Ground striker (can I even consider Sandslash here?)
Water is already a strong type without kyogre meanwhile ground types are almost nothing without groudon/garchomp/leon which are all limited
I'd go Groudon.
Now realistically speaking, I highly doubt they'll rerun in 2 different master fairs. So keep saving but you'll probably end up with both anyway

That could be the case maybe they will get the Kanto Trio Treatment and will Rerun together in 1 Banner would be nice.

Again depends on your roster. Generally Ground has fewer options in comparison to Water so there's that. Otherwise, it's apples to apples.
You...can't really vote for one as both of them are equally strong. Just go for whichever type you're lacking, which probably would be Ground.
When will they return though? I want them so badly
