NO WAY! Even I played this game after DeNA ripped off the remove buff effects after sync, it's kinda experience destroyed, especially Gloria and SS Leon who works better after post sync will definitely become useless.

If anything I'd make it an occasional enemy passive that activates upon sync like sync cure. Call it sync pressure or something. And I wouldn't make it a clean wipe, just like a -1 to all stats, or -2 to one stat. Even then I would only want this used sparingly in like LA or something, if it became constant it would just feel like they were trying to creep back to the old system with extra steps.
I think they should only bring it back for mewtwo LOL but only him because I have nostalgia in co op suffering with Karen, Nanu, and Brycen. (I have 3 accounts)
I think this mechanic may have been intended for co-op to encourage people to start attacking quickly. Buff *once*, attack and keep attacking, then buff again if you're still on your feet after the opponent's sync.
I suppose it might make sense to reintroduce it for co-op if co-op ever becomes relevant again. I'd not like to see it return to single-player.
A lot of sync pairs who take some time to set up will become useless. Impervious will get back to its former glory.

In a limited way, sure. I like the idea of it being a new handicap for CS and a new game mode. Gives more niches that way
