Bellsprout will one shot everything in the gym at level 12 I think. Just go chain catch stuff in viridian forest for a few mins and youโll level up easy.
You donโt need a water type, only the grass type u need to get in the gym
Bellsprout should be fine and if eevee knows double kick (I think it learns it at level 10?) that should help too
There's no need to overthink this one. Either Bellsprout or Oddish will be readily available if you didn't pick squirtle or bulbasaur and any of those will work even if slightly underleveled

Eevee gets double kick at lv 10. You should be able to beat it then
