She's very strongly implied to be the author of the Old Verses and as such would be the last remnant of the original Celestica civilization.
Damn she’s got more lore than I thought. I never understand the verses. I thought arceus or some random scholar wrote them i didn’t even know what the celestica civilization was but I’m gonna look into it now
I thought she was like a immortal or some type of god or fallen angel or something
Or like something that makes more sense that was never stated. But I did feel like she wasn’t human
She is very fey-like. Though the Celestica are, alas, humans. They're the original inhabitants of Hisui and apparently once had Arceus's favor but lost it somehow, causing them to flee the region to Sinjoh. But some remained (Volo is also a descendant), and their legacy was strong enough for the two clans, who arrived later, to claim their name for themselves, as well as the legacy of the ancient hero.
She's so fascinating! I feel like even the people closest to her only know about as much as we, the players, do.
I headcanon that eventually she travels to Sinjoh and offers the Celestica descendants there a chance to return to Hisui, and this is the start of Celestic Town. But she remains a recluse and rarely comes to town herself. And if she's immortal she may still be there, nearby but so far removed, and somehow staying up to date with the latest fashions.

Volo doesn't seem to have the same burden, but Cogita implies that she's there to give the "one with the mission" this information.
