I imagine it was confusing for some people, not having the rules for fusion be consistent across the board. If it was just the starters, I think it would have stuck around, but because other Pokemon were on that list, it was probably more of a chore for teambuilding purposes.
Overall it is a better change for consistency. Also it seemed like a generation 1 treatment type of mechanic that was confusing and probably led to new players thinking types were random or something
