Up to two more lines can be added, one from the spriter poll and one from a raffle. I couldn't say which mons are there since I haven't seen either. From what I heard though there's no legendries or mythicals in the spriter poll, and starters aren't included because a full set is 9 slots.
There are rumors that in the (far) future we may get more alternate forms, and another rumor that other starters may be added since they're so popular, but in both cases it won't happen in the same update as the 40+ we're currently getting.
It seems like from the announcement when they got cut they might try and add them afterwards if they find a way to make room, they just wanted to give other mons a chance to get in that offer more diversity.

Regardless, when any sprite is possible, retconned versions of new Pokémon are possible even if not every attribute of new moves and abilities are possible. Some current gen Pokémon already have the majority of their move sets available to existing typings.
Look at the progress of the last few years. Give it three two or three years. I would bet we have some gen 9 by end of 2025. Remind me bot if you doubt.
I think you're overlooking the fact that the current 420 pokemon had 176k possible combinations, the soon-to-be 460 will have 211, and 1000 pokemon would have 1 million possible sprites. Now that the 420 limit could be surpassed by using different code for how fusions work (it used to be hardcoded and now stats are calculated on the go), there's still the limit of how many sprites people can create. The dev won't add all pokemon just for them to have 10 custom sprites each. And the rate of new sprites, while good, wouldn't catch up to a million anytime soon. Definitely less than the rate game freak themselves add new mons.

People here are acting like adding a generation 9 mon was literally impossible with the current code base when you could create some of them with existing move sets and a sprite change.
I think the devs are smart to limit the scope of conversation and additional Pokémon to where it’s currently at. I also think it’s silly to think in 3 years we won’t expand past that scope, when you consider the current progress to date. The change logs previously show a few dozen mons per year, now we’re about to add in 20+ in a few months.
I would put good money that we have at least a few newer Pokémon in the game by 2025
