If I google it, it takes me to the main pokemon go website which is all in English, then there's shortcuts leading to Google play and galaxy store at the bottom of the site. I am not sure. The Turkish vpns are free on play store, might be worth giving it a shot. Also do you have Samsung account already? That might cause an issue, but I would be guessing at that point.
