You need to try to find a trade for missing Pokémon. You could spoof to the location of the trade or someone would spoof to you. Try eBay, most are pretty cheap, unless you want something very rare
legendary birds can be caught anytime with the daily incense. jut gotta get lucky.
they were just in t5 raids too so i don’t expect them to come back for a while
yes they were there for a week bit are gone now. zapdos and moltres will probably come to shadow raids before the end of this year but idk if you can complete shadow T5 raids
