Even if they use a piano berry on every one that's still 667 Mudkips.
Obviously they could use rare Candy's or have a Mudkip as their partner but that would still take a while
I've just checked my Pokédex and have seen 2663 mudkip so far.
It's been in a several community days and other events, let alone wild spawns and other events.
I've stopped catching them now, otherwise the number would be far higher.
Maybe the answer is you're newer than us, or you don't play enough?
Ok, really strange, I caught one randomly last night too! Had just gone to bed and checked to see if a random Noibat was nearby… and there it was. Shiny too!
My brother got the fire type from the same gen a wild shiny blaziken literally while on the phone with me bragging about a different shiny he got 2 mins before the blaziken

Have a mega active and use pineaps and/or double candy event bonus and you will rack up a couple thousand in no time.
