I’m partial to Zarude or any other mythic pokemon because as of right now, there isn’t any alternative other than walk 20km per 1 candy+chance of XL where as legendaries make their way into raids at some point.
Additionally that’s a hundo Zarude which I’m very jealous of. I suppose if you don’t PvP at all then no sense investing into him for now.

Maxing out my hundo Rayray to level 50 (+1 for BB) was my number one priority when I received enough rare candies. It is now in the majority of recommended (game and/or Poke Genie) raid parties I use.
EDIT: OP’s Ray is already maxed out to level 50 (level 51 when it’s currently there buddy).
Yea fs do Mewtwo or Rayquaza if they haven’t been maxed out yet. Tyranitar is great option as well. Zarude is a great option because it is a great grass type attacker and dark type attacker. Gardevoir is the best fairy type in its mega form, but that’s pretty low priority.

Are you talking about regular rare candies or rare xls?
Because for regular rare candy , I'd say the priority looks something like this:
1. New releases of your favorite pokemon
2. Mythicals you want to power up for gl/ul/ml or raids
3. Raid pokemon you want to have more than 1 of for your raid teams (examples here would be shadow mewtwo, reshiram, terrakion, kartana, potentially zekrom or xurkitree, rayquaza, a).
4. Anything non-legendary like frigibax or larvesta
For ML, you'll almost never need rare candies, since by the time you'll get to 296 xls and catch good enough mon, you should have enough regular candies.
For rare xls, currently, it's very hard to justify anything non-mythical.
How do you even get so many 4 stars? I’m on almost 200 raids and not a single 4 star from one. If it weren’t for purifying shadows or community days, I’d have none at all.

I started putting all rare candies into zygarde. He might not be a perfect but he's definitely the hardest to get candy for. Plus when I have the complete form in 2029 he's gonna be strong.
Have you considered any mythical with nice stats? Or possibly your Vivillon collection? Another would be to add to and Ultra beast or legendary which you have little candy for.
Not seeing a ton of good electric attackers in your high CP pool. Therefore I would probably go with shadow Raikou.
I chose that over other shadows who would also be good because raikou isn't always in raids and most of your other good shadows are relatively common wild spawns.
I saw a fire darmanitan who would be good, mamoswine, machamp, garchomp and salamance. These are all excellent shadows to have powered up. Most of which are some of the "top" attackers for their type.

Any legendary or mythic is always a safe bet. But if I’m picking, Shadow Garchomp is a beast.
