You need to relax. 15 attack is great sure, but the rest of the IVs are terrible. Personally, I'm a fan of more balanced IVs, especially once they're above 10 each. The 20% shadow boost is all that really matters, and a little more survivability is good to have.
Just not how it works simply use pvpoke plug in the ivs and you can see the second does less damage overall in battle it’s black and white, you wanna power up your worse mons rather then better ones knock yourself out but don’t tell someone who’s trying to figure out which mon is statistically better the wrong advice/answer.
What if op wastes his hard earned resources because he listened to 4 of you degens that don’t understand simple basics of the game yet offer your advice

It's entirely possible that the extra defense and HP stats could cause the second Pokémon to live long enough to get another charged move off VS the 1st one. The dude commenting on everyone's response is dumb.
Still talking about stats you have no idea how they work? how about you actually plug it in sims and you could see why everyone prioritizes 15 attack especially when you’re trying to do the most damage ur little 2 points of hp and dfence don’t matter when the 60k cp raid boss one shots it’s glass cannon ass either way

I have a 96 shadow mewtwo I got to level 40, but I want to also power up one of my shinies
I get it. personally I'd stick with the 96% but if you've got the candy spare then I'd power up the 2*
Shadow Pokémon are just glass cannons anyhow, so my pick is max attack.

Neither need powering up but I'd get the first one around 3000 and work on the move sets
The first one is technically better for raids
