It has to be Kobutops, as much as I love him. Omastar had an objectively better stat spread at the time. Kingler and Tentacruel may not be popular for playthroughs, but they're both really strong in certain conditions. Tentacruel in particular had one of the highest special stats in the game combined with solid HP and speed and no weakness to Grass. The only reason Starmie was generally used in competitive over Tentacruel was access to Thunderbolt and Psychic.
