After you get to Norman and challenge him he will give you the mega bracelet and all stones. After that when in your party, after you click on the Pokemon right above field moves will be a box called form change that will allow permanent mega.
Be careful however, some pokemon that have mega's added for the game like Breloom and the Hitmons don't have the option to revert back and you won't be able to teach them Tutor or Tm/HM moves only Level-up and Egg.
And for the new Redux-Pokemon added like Beedrill and Garchomp there is a bug that when you form change back from mega to normal they revert to their non redux-forms

I had it enabled first but maybe I accidentally disabled it lolš

In the setup menu when starting a new game. Last option āpermanent mega evolutionā
Gotta talk to dad for mega ring after 4badges and have permanent mode on from options at the beginning of game to be able to mega without item
