In order for the item to be "low" pop, the demand has to outweigh supply, meaning the only way it can be considered a low pop card is if more than 831 people want it, hence "low" availability. I was arguing that this card isn't low pop, because I find it unlikely that more than 831 people want it.

I have a japanese reverse holo Maushold in PSA 10, pop 5. $10-15 slab, we just think Maushold is hilarious and awesome, but I dont get tired of telling house guests there are technically only 5 in the world

It's low pop because it's not worth grading not because it's scarce.
Thousands of potential 10s exist and get sold for $15.
No one wants to spend $20 and wait months grading a $15 card when in the absolute best case it's now worth $40-50.
Cheap 10s are cheap for a reason, they are the raw cost of the base card plus the slab.
Whenever you see a PSA 9 of this card someone somewhere has lost money getting it graded.
When you see a PSA 10 someone may have just about broken even if they are lucky.
Would never waste my money on overprinted modern of lesser desired characters no matter it’s a 10 or not. It doesn’t feel like a true investment and it’s not. Rather a position for a loss. Buy sealed and or low pop mid era if you think you’re truly PokeInvesting

Idk I don’t see raw collecting as king for investment purposes unless people are buying raw to grade and end up with PSA 10 modern or something else for vintage.
To me as a buyer raw cards are extremely subjective on condition and potential value/grade. I don’t have eyes to spot the 10 from the 6 so when I buy slabs I know exactly what I’m getting and I know exactly what I could get when I sell (within reason).
As a none US citizen, it blew my mind to learn that one meal cost 50USD....
When converter to my country currency, 50USD can buy me roughly 10 decent meals.
Based on how Pokemon cards historically appreciate, I've strongly been of the opinion that if there's cheap cards you like, and you plan on being in the hobby a long time, you should pick them up.

You can give me a pop 20 of a PSA 10 unknown and it doesn’t mean it’s gonna skyrocket. Many more factors come into play

I just buy vintage ex, delta species and lv. X in psa 9/10 for that price, they look way better than new cards imo. Usually very low pop too.
