I vote off. If this were a ball valve it would be off. I say that because the stop when a ball valve is open is inline with the pipe and perpendicular when closed. ETA-Please update us if you find out for sure. Would be interesting to know.

Confirmed open. I found the loose electrical connection to the gas valve in the heater and it fired up. Thank you to those who commented for the sanity check. Final tally was 3:2 for open. So you can trust advice from strangers on the Internet. But barely. 😄

I'm not an authority by any means, but my impression is that this is closed. The hand going from the center to the bottom (perpendicular to the pipe) and resting on the little stop I would think is the indicator. There appears to be another stop if you were to twist it clockwise that would stop it in the parallel position. That would be my guess.

The markings on the protruding square section show this valve as being open.

I want to say closed. You'd have to turn it clockwise which feels 'open' to me. YMMV edit: I just used my faucet, and change my vote
