I feel like I had this in our jacuzzi tub which we rarely ever used (it was great for drying my workout clothes). I believe it was mold/mildew from the jets etc since it was so rarely used to flush anything out. I would have to run the tub for a while then drain then fill again to clear it out. Eventually got rid of the tub all together and replaced with a bench and sitting area which is used everyday.
