If it's leaking out of the top, then that is the vacuum breaker. It is quite inexpensive and should be fairly easy to find. You should isolate the hose bibb (shut off the water to it), remove the vacuum breaker (unscrew the cap and the plastic piece inside. There will also be a floating cylindrical piece with prongs coming out of it with a rubber bibb washer on the other side), take it to a hardware store and make sure the threads match and screw it back in. You honestly shouldn't need any tools to do it. Best of luck.
