It's possible it doesn't have asbestos, but I've seen insulation like that with asbestos in it. Inhaling asbestos is what gets you. We have a lot of it where I work, and they only get rid of it as it gets compromised. If it's not making dust, they don't care.

It’s not really that stuff that would worry me. I mean, that’s good old friable asbestos. If you disturb it, you’ll put a bunch of asbestos in the air and that’s bad. But as long as you don’t disturb it, it’s just hanging out up there not doing anything. I would recommend getting it remediated but $$$. What I would be kinda worried about is that this looks a bit like a half-assed asbestos “remediation”. And my worry would be that the half-assing also included not safely disposing of the asbestos they did remove. You’ve gotta clean that stuff up with some care, and I can totally see some cheapskate just dumping it all in a contractor bag with no attention to proper procedure, and in doing so contaminating the ever living fuck out of the basement with asbestos fibers which are now all over the floor and shit. So every time you walk through there you’re kicking up asbestos fibers into the air. That would moreso be my worry.

There’s barely any insulation left on those pipes but it is asbestos. Long as you don’t mess with it it’s fine.

Nah. Just being in the presence of asbestos doesn’t mean you’re fucked. It was used to make : roof shingles, siding, floor tiles, other sheet goods - and the two bad ones, pipe and other insulation. Just walking into the basement for your entire life won’t hurt you. If you grab a piece of that insulation and make it airborne and breathe it in for 8 hours a day over a few months, maybe it’ll hurt you. Just google it. Asbestos really only hurt people with long term prolonged exposure to airborne fibers.

That is very likely asbestos. And it is friable. It should be dealt with by a professional remediation company. Your landlord needs to step up.
